Leading Commissioning, Qualification & Validation for a Greenfield Manufacturing Startup

Industry

Food & Beverage Manufacturing

Engagement Type

New Factory Commissioning, Qualification & Validation (CQV) Program Management

The Challenge

Launching a new manufacturing facility requires far more than completing construction and installing equipment. Before production can begin, organizations must successfully commission systems, qualify equipment and processes, validate operational readiness, and coordinate dozens of interconnected workstreams across the business.

For this greenfield facility, success depended on aligning construction, engineering, operations, quality, sanitation, safety, training, and product innovation teams around a common startup strategy. With hundreds of dependencies, evolving priorities, and aggressive timelines, the organization required centralized program leadership to ensure readiness for factory startup.

The Frame & Flight Approach

Frame & Flight serves as the program management partner responsible for coordinating Commissioning, Qualification, and Validation (CQV) activities across the facility startup program.

Our role is to create visibility, alignment, governance, and accountability across the teams responsible for bringing the facility online.

We work across:

  • Construction
  • Engineering
  • Operations
  • Quality
  • Sanitation
  • Safety
  • Training
  • Product Innovation

Key responsibilities include:

  • CQV program governance and leadership
  • Integrated master schedule management
  • Critical path and dependency management
  • RAID (Risks, Assumptions, Issues, and Dependencies) management
  • Gating criteria definition and readiness tracking
  • Executive reporting and stakeholder communication
  • Cross-functional coordination and decision facilitation
  • Operational readiness planning
  • Startup risk identification and mitigation

By establishing a structured governance model, the organization is able to proactively manage risks, improve decision-making, and maintain alignment across all functions involved in facility startup.

Current Outcomes

The CQV program now operates through a centralized management framework that provides visibility across the entire startup lifecycle.

Early outcomes include:

  • Improved alignment between business and technical teams
  • Enhanced visibility into schedule risks and critical dependencies
  • Standardized governance and reporting processes
  • Clear ownership and accountability across workstreams
  • Earlier identification of startup risks and execution gaps
  • Increased readiness for commissioning, qualification, and validation activities
  • Improved coordination between operational and project teams

Looking Forward

As the facility progresses toward startup, the focus remains on ensuring that every system, process, team, and capability is prepared for successful operation.

The objective is not simply to complete a project, but to establish the governance, execution discipline, and operational readiness required to transition a greenfield facility into a high-performing manufacturing operation.

Engagement currently in progress.
